Covid-19: Forbidden to move between municipalities between October 30th and November 3rd

Measure takes effect between 00:00 on October 30

Circulation between municipalities in mainland Portugal is prohibited between the 30th of October and the 3rd of November, that is, during the weekend corresponding to the Days of All Saints.

The decision was taken today in the Council of Ministers and announced by the Minister of the Presidency Mariana Vieira da Silva.

“Each citizen cannot move between municipalities, as happened in the past”, revealed the minister, explaining that the measure goes into effect between 00:00 on October 30th and November 3rd.
The decision to limit the movement of passengers comes just over a week after the Council of Ministers announced the return of the calamity.

Mariana Vieira da Silva also announced that the 2nd of November will be marked as a national day of mourning to pay tribute to all the deceased and victims of the covid-19 pandemic.

The minister also clarified that the rules and exceptions will be similar to those that were in force last Easter.

The Council of Ministers also approved special measures for the municipalities of Felgueiras, Lousada and Paços de Ferreira, where, in the minister’s words, “the epidemic is more active”.

In these municipalities there will be a “duty to stay at home”, with the exception of going to work and school, for example (similar to what happened with 19 parishes in Lisbon) for 15 days.

It also decrees the prohibition of any events with more than five people in these three municipalities, which all establishments must close at 10 pm, teleworking whenever possible, prohibits home visits and the holding of markets and fairs.

“These municipalities that have been the subject of additional measures are municipalities that have been under high pressure from new cases,” said Health Minister Marta Temido, referring to Felgueiras, Lousada and Paços de Ferreira. The official considers that it is the only way, for now, to reduce the spread of the disease.

You can now exchange your foreign driving licence online on the IMT website

Citizens residing in Portugal with a foreign driving license may, as of this Thursday, October 1st, exchange their foreign driving license for Portuguese through the new service available on the IMTonline portal.

This new service, available in Portuguese and English, allows citizens residing in Portugal to submit the exchange request and all necessary documents through the IMT portal.

Posteriorly, a trip to an IMT answering service is scheduled for the driver to confirm his identity and carry out the collection of biometric data, thus concluding the procedure safely.

The portal provides, in addition to all the necessary information on the procedure, a foreign driving license exchange simulator.

This simulator allows the driver to know which category of the Portuguese driving license corresponds to the category he has on his foreign driving license.

The procedures for exchanging foreign driving for Portuguese, depend on the country where the driving license was issued, according to:

  • Driving licenses issued by the European Union or the European Economic Area (Norway, Iceland, Liechtenstein);
  • Driving licenses obtained in countries with bilateral agreement or reciprocity regime with Portugal for recognition and exchange of driving licenses obtained in countries adhering to international traffic conventions;
  • Driving licenses obtained in countries that do not adhere to the conventions.

Until now, this service had to be done by face-to-face service, with a significant increase in demand from 2018 to 2019. Thus, in 2018, 45,197 requests for foreign driving license exchange were received at the counter and in 2019 around 67,070.

This new service aims to speed up procedures and contribute to the digitization of public services and the continuous improvement of services provided.

The IMTonline portal currently offers several services related to drivers, transport and vehicles, among which the following stand out:

  • Drivers – revalidation, replacement and request for a duplicate of the driving license; exchange of foreign driving license for Portuguese;
  • Transport – issuing and renewing a tachograph driver card, issuing a CMT taxi driver certificate and issuing a TVDE driver certificate;
  • Vehicles – request for 2nd copy of the Registration Certificate / Unique Automobile Document, requests for certificates referring to vehicles and requests for changes to technical characteristics.
